Operations Research Department Senior Lecturer

Captain Morgan graduated from the University of Virginia in January 1989, with a Bachelor of Science Degree in Aeronautical Engineering. He received his commission from the Naval Reserve Officer Training Corps at the University of Virginia.

Following initial flight officer training at NAS Pensacola, Captain Morgan reported to VAW-110 for E-2C initial Fleet Readiness Training. He was designated a Naval Flight Officer in June 1990. In October 1990, he reported to VAW-115, the only forward deployed E-2C squadron, where he served as Ground Safety Officer, Personnel Officer, and Avionics Division Officer. During this tour he embarked on an Arabian Gulf deployment onboard USS MIDWAY (CV 41) and participated in Operations DESERT SHIELD and DESERT STORM. He embarked on a second deployment to the Arabian Gulf onboard USS INDEPENDENCE (CV 62) and participated in initial flight operations over Iraq in support of Operation SOUTHERN WATCH.

In June 1993 Captain Morgan reported to VAW-110 for instructor naval flight officer duty. While attached to VAW-110 he served as Student Control Officer and Communications Officer. Due to the disestablishment of VAW-110, Commander Morgan reported to VAW-120 in January 1994 where he served as Weapon Systems Trainer Officer, Radar Phase Instructor, and Group I/II NFO NATOPS Officer.

In August 1996 Captain Morgan reported to VAW-117 as the Safety Officer and embarked on an Arabian Gulf deployment in support of Operation SOUTHERN WATCH onboard USS KITTY HAWK (CV 63). From February 1998 to December 1999 he attended the Naval Postgraduate School, earning a Master of Science in Operations Research.

After completing refresher training at VAW-120, Captain Morgan reported to VAW-115 in April 2000 and served as the Training Officer, Operations Officer, and Maintenance Officer. During this tour he qualified as Conning Alongside Officer/Command Duty Officer (Underway) and was the 2001 Commander, Naval Air Forces, U.S. Pacific Fleet Naval Flight Officer of the Year.

In April 2003, Captain Morgan reported to the Joint Staff where he served on Operations Team 5, National Military Command Center, Operations Directorate. In February 2005, he was selected by a board of six general/flag officers to serve as Chief, NMCC Operations Training and Evaluation Branch.

In March 2005, Captain Morgan selected for operational command and in August 2006, reported as Executive Officer, VAW-117. While serving as Executive Officer, VAW-117, the squadron embarked onboard USS NIMITZ (CVN 68) in support of the Global War on Terrorism, conducting flight operations in Operation IRAQI FREEDOM and Operation ENDURING FREEDOM. From 20 November 2007 to 6 February 2009, he served as Commanding Officer, VAW-117. Following his command tour, he reported to Assistant Chief of Naval Operations Next Generation Enterprise Network System Program Office. Upon disestablishment of this office on 30 September 2010, he transferred to the Assessment Division (OPNAV N81) where he served as the Future Concepts Section Head and Campaign Analysis and Modeling Deputy Branch Head. In January 2017, he reported to the Naval Postgraduate School and serves as the Operations Research Program Officer and a Senior Lecturer.

Captain Morgan's decorations include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Strike/Flight Air Medal (1), Navy Commendation Medal with Combat "V" (4 Gold stars), Navy Achievement Medal (2 Gold stars) and various campaign and service ribbons.

Captain Morgan has over 3500 flight hours and 872 arrested landings in the E-2C Hawkeye.
