  • 2002- Present. ACQUISITION CHAIR - Develop, implement and oversee acquisition research program in the Graduate School of Business and Public Policy. Provide liaison /interface with DOD, industry and government leaders in acquisition. Supervise student MBA projects. Conduct guest lectures and seminars.
OTHER EXPERIENCE:
  • 1995 - 2012. INDEPENDENT CONSULTANT - Primary focus on Defense Industry and employing career expertise in: - Business Development strategy and execution for government and support contractor markets - Minimizing life cycle costs through application of web enabled products to logistics management, product design - Non-traditional, alternative financing arrangements for capital asset procurement - "Red-teaming" corporate proposals for major government procurements
  • 1991 - 1995. DEPUTY CHIEF OF NAVAL OPERATIONS (LOGISTICS), ASSISTANT DEPUTY - Provided oversight, direction, and budget development for worldwide US Navy logistics operations. Functional responsibilities included depot maintenance, supply chain management, base/station management, environmental programs and logistic advice/support to the Chief of Naval Operations. - Led Navy-wide effort to digitize all technical data and reduce cycle times -Developed and implemented strategy for procurement of 11 Sealift ships for rapid deployment of forces
  • 1987 - 1990. UNDER SECRETARY OF DEFENSE (ACQUISITION), SENIOR MILITARY ASSISTANT - Provided advice and counsel to the Under Secretary in directing the DOD procurement process. Principal architect of streamlining the acquisition process by eliminating reporting layers, rewriting all acquisition process governing documents and providing focus on cycle time reduction throughout the DOD.
  • 1987 - 1990. UNDER SECRETARY OF DEFENSE (ACQUISITION), SENIOR MILITARY ASSISTANT - Provided advice and counsel to the Under Secretary in directing the DOD procurement process. NPSFI Actively develops relationships, seeks resources, increases public awareness, and assists in developing a productive alumni program.
  • 1996-2012. Board, American Chestnut Land Trust: Maryland non-profit that has successfully preserved the last undeveloped watershed on the eastern shore of the Chesapeake Bay and actively manages 3000 acres for the State of Maryland and The Nature Conservancy.
  • 1994-2000. Chair, Henrys Fork Foundation: 2000 member/$650K national organization dedicated to preserving, restoring and protecting the watershed of America's most renowned trout stream.
