Dr. Doug MacKinnon, Professor of Information Sciences

Dr. Doug MacKinnon is a Research Associate Professor at the Naval Postgraduate School (NPS).  This past year he has been become the NPS leader for MMOWGLI the research effort that accomplishes crowd sourcing of complex issues ranging from efficient energy usage to improved recruiting methods.  He is also heavily involved in leading data mining research projects and its effect on acquisition and Knowledge Management in various areas of application.  He continues to teach Probability and Statistics for multiple departments and advise on numerous theses.  He has also led an NPS research team to assess new MDA, spiral-1 technologies being fielded by PEO C4I developing original decision matrix structures and metrics structures to leverage the new technology.  He also participated in the assessment of the TPED (Tasking, Planning, Exploitation, and Dissemination) process during Empire Challenge 2008 (EC08) and leads the assessment this year.  He holds a Ph.D. and an Engineer's Degree from Stanford University, conducting theoretic and field research in Knowledge Management (KM), theoretically and empirically exploring how individual learning and forgetting affect organizational project performance.  He holds two M.S. degrees, one in Information Technology Management and the other in Operations Research – each from NPS.  His career includes 13 years on NPS faculty, teaching graduate Operations Research (OR) courses in probability and statistics, wargaming, and simulation.  He has served over 20 years as a Naval Surface Warfare Officer - including two years as the Director of Analysis for Navy Recruiting.  He also served as the Program Manager for two major ship overhauls worth over $50M each, implementing new technology while reducing manpower requirements.  He amassed over 8 years at sea serving in four U.S. Navy warships, completing five major underway deployments.
